Wastewater Treatment Plant CPE & Predesign Study
Tetra Tech RTW completed a CPE for the existing 3.0-mgd plant, which was designed to treat domestic wastewater for the City of Aspen and the surrounding areas. Questions relative to existing available treatment capacity were evaluated. Problem items were identified, including limited capacity of the aerobic digesters, centrifuge, and aeration tank; lack of process automation, flexibility, and controllability; antiquated equipment highly susceptible to failure; headworks not up to current building and electrical codes; need for additional process control testing; inadequate odor control and septage processing facilities; and other more minor factors. A CCP was recommended to address certain issues that could be managed without major design and construction. We also recommended initiating a facility engineering study to address more complex, construction-related issues, both short- and long-term, that could upgrade the plant and more efficiently use to plant's design capacity.
The original plant design allowed for step-feed capabilities, but existing conditions precluded its usage, resulting in a 20% decrease in capacity. Tetra Tech RTW conducted a predesign study to examine short- and long-term corrective measures and improvements to the plant, including recapturing step-feed capabilities. This included evaluating equipment and alternatives according to economic and noneconomic criteria and ultimately narrowing to a single preferred management strategy best suited to the District's needs.
